What’s included in the Initial Report?
The “Quantity Surveyor – Initial Report” plays a pivotal role in the construction and financing of a project, as it serves as the first critical step towards ensuring a successful and financially sound construction endeavor. This initial report serves several key functions, with a primary focus on mitigating risks and ensuring that the project is viable. Here’s an in-depth exploration of this essential topic:
1. The Quantity Surveyor’s initial report is a crucial risk mitigation tool that assesses builder qualifications and compliance with legal requirements.
2. It verifies project documentation, ensuring a solid foundation for successful construction, and benefiting all stakeholders involved in the project.
Quantity Surveying Process
Project auditing services, primarily delivered by Quantity Surveyors to banks financing construction loans, play a pivotal role in safeguarding the financial interests of the lending institution. These services extend throughout the project’s life cycle. In the initial stages, Quantity Surveyors meticulously assess the proposed building costs, comparing them to the budget set by the bank’s client. If the Quantity Surveyor’s cost estimate exceeds the client’s budget, it prompts further scrutiny to determine if the client can secure additional funds to cover the cost difference, thereby ensuring the project can proceed as planned.
Throughout the construction phase, the bank relies on Quantity Surveyors to evaluate every progress claim and proposed variation submitted by the client. This process includes on-site inspections to verify completed work and assess the justification for proposed changes. The Quantity Surveyor’s assessment is instrumental in determining accurate payment amounts to the client for the builder or subcontractor based on work completed to date. Similarly, it aids in the evaluation of proposed variations, allowing the bank to approve justifiable changes, reject those already included in the original scope of work, or renegotiate variations that significantly deviate from market rates to align with current industry standards. In this way, Project Auditing Services serve as a vital financial control mechanism throughout the construction project’s progression.

Do you need a Section 94 Council report?
Starting a residential build or significant renovation in Sydney? Your local council may ask for a Section 94 Council Report before approving your Development Application (DA) or Complying Development Certificate (CDC).
This report helps fund community improvements by specifying contributions for infrastructure like parks, roads, and other essential amenities.
Section 94 of the Environmental Planning and Assessment Act was enacted in 1979 and is designed to introduce extra resources for the council to draw from when developers have new residences or commercial premises planned. The purpose of the levies is to ensure the council can provide for future planning needs, public services, and infrastructure required because of the new development.
As a guide, when your Sydney building cost estimates for a new project come in at more than $500,000, it’s likely you will need a Section 94 Council Report.

2023 New Home Builds Are Becoming More Expensive in Australia
What’s behind this increase in construction costs? The answer lies in a few key factors. Energy costs are going up globally, which affects the price of some construction materials like cement, glass, and aluminum. These are energy-intensive resources, meaning they require a lot of power to produce.
Supply chain issues have also played a part. Even though things are improving, builders in Australia still sometimes struggle to get certain materials quickly. For instance, concrete, which requires a lot of energy and space for transport, is one material that can be difficult to obtain.

Sydney Home Extension Tips
Whilst it can be easy enough to get carried away with a home extension, you could end up blowing your budget big-time in the process especially when it comes to the more discretionary spending areas like quality of finishes. Ask yourself – Do I need that $20,000 granite kitchen benchtop or will the $7,000 one still give my kitchen that new edgy look? Aesthetics are certainly important, but functionality (and budget) should come first. Minor additions like a new cabinet for extra space or a wider benchtop can enhance the functionality of your space without punching a hole in your pocket.

Building Costs in Sydney Update 2023
Almost a million new homes are forecast to be built in Australia for the five years between 2023 and 2028. It’s 35,000 short of the government’s goal and assumes no further increases to the cash rate. It also does not factor in land supply as a constraint on detached home building. Unfortunately, homeowners have yet to face the full impact of an increasing cash rate on their mortgages, and the ramifications may continue to influence the building supply industry well into 2024.
