Are You Building in the Northern Beaches Sydney or Anywhere in NSW? You May Need a Section 94 Council Report!
If you are considering a new development project with estimated costs in excess of $500,000, then you are likely going to need a Section 94 Quantity Surveyor Report.
It is mandatory for a Section 94A form and cost estimate to be carried out by a registered quantity surveyor. The Section 94 Council Report is then submitted along with the development application to your local Sydney area council.
A Quantity Surveyor Report and Section 94 Council Reports can be undertaken by chartered surveyors and those quantity surveyors registered with the Australian Institute of Quantity Surveyors.

Latest tips from Newin
Construction Cost Estimator Sydney – What are the Costs Involved in Building a Home?
Your home will need to be connected to water, electricity, gas, NBN, and sewerage. If these services don’t run up to your block, you will need to front the cost to have them extended to your home.
How much you will be paying will depend a lot on the soil test report (which is also another expense), and the distance to the nearest juncture. Expect to add anything from $10,000 to $100,000 to your mortgage.
Building Costs in Sydney Update 2023
Almost a million new homes are forecast to be built in Australia for the five years between 2023 and 2028. It’s 35,000 short of the government’s goal and assumes no further increases to the cash rate. It also does not factor in land supply as a constraint on detached home building. Unfortunately, homeowners have yet to face the full impact of an increasing cash rate on their mortgages, and the ramifications may continue to influence the building supply industry well into 2024.
Construction Bank Finance Reports and Why You Need a Quantity Surveyor
There comes a time when developers or owner-builders will need to borrow money from a bank to finance a project. Banks have strict lending criteria to ensure they minimise risk and remain profitable, which is why they require a mandatory report referred to as a construction bank finance report.
Developers will need to lodge this report with a bank before it will approve finance for development. Here’s what you need to know about how to prepare this critical document.
